Loren Sand named interim executive director

Snohomish County Executive John Lovick appointed former Lynnwood city manager Loren Sand to serve as interim executive director, filling Deputy Executive Lenda Crawford’s former position. Exec. Lovick also appointed budget manager Brian Haseleu as acting finance director through the end of the year. Sand’s first day in the office is Wednesday, Sept. 23. Haseleu’s acting appointment is effective immediately.

“I’m pleased to announce both appointments,” Exec. Lovick said. “Both individuals bring a wealth of experience that will greatly benefit our community.”

Loren Sand
Sand’s 40 year-career includes serving in a variety of positions such as public works director, city administrator, and county engineer while working for the City of Lynnwood and Snohomish County. He has also worked as a consultant to local and state agencies.
Loren worked at Lynnwood for 23 years in planning, public works and the Mayor’s office. As the public works director, he managed major capital investments in roads, utilities and revisions to freeways to improve community/business access. As the chief administrative officer, he provided management of day-to-day governmental activities, intergovernmental relations, contract negotiations, personnel, budget and support of city council activities.
While at Snohomish County from 1997 to 2002, Loren served as director of the transportation services division in public works and then as county engineer/deputy director of public works focusing on county roads, operations and agency coordination. He also managed a council-initiated special project, the drainage needs report, a comprehensive review of drainage conditions and needed improvements.
Following his retirement from Snohomish County in 2002, Loren worked as a transportation consultant and remained active in the community as a member of the City of Everett planning commission, and on the board of Snohomish County Committee for Improved Transportation. He has a degree in civil engineering from the University of Washington and holds the designation of professional engineer.

Brian Haseleu
Brian Haseleu has more than 25 years of experience in finance in the public and private sectors. He has spent the last 11 years as the county’s budget and systems manager responsible for development of the executive’s proposed budget, capital improvement program, quarterly financial reports, maintenance of budget systems and analysis of complex financial and policy issues affecting the county.
Haseleu worked as a manager, financial analyst and lead industrial engineer at Boeing Commercial Airplanes for nine years, developing operating plans, resource forecasting and supporting manufacturing operations.
Brian earned a bachelor’s degree in business administration with an emphasis in management information systems from Western Washington University. He holds a Masters in Business Administration from Seattle University.

During the next several months the executive will engage in a national recruitment to fill both positions long-term.
