The City of Snohomish has advertised a Request for Qualifications (RFQ) for design of the Centennial Trail Extension.

Initial work to be performed by the consultant consists of preparing preliminary engineering and plans, specifications, and estimates (PS&E) for construction of the Centennial Trail Extension, located between the Snohomish County Centennial Trail at Pine Avenue and Bowen Street, within the former rail corridor.

Additional services may be added for the project in the future, including preparation of construction documents, bidding assistance, and construction engineering. The submittal deadline is 10:00 a.m. February 23, 2010. Dates of publication of the RFQ in the Herald and the Daily Journal of Commerce are January 26 and February 2.

The proposed improvements include a 12-wide asphalt trail, parking facilities, frontage improvements at street crossings, approximately four acres of landscaping, park signage, and related park amenities.

The construction budget is currently $725,000. Major features of the project are as follows:
" Approximately one-half mile of 12-wide asphalt trail with gravel shoulders.
" Landscaping, signage, and park amenities within the approximately 70-wide corridor.
" Street frontage improvements: curb, gutter, sidewalk, and pavement widening.
" Storm drainage improvements.
" A parking facility serving approximately fifteen cars.
" Participation in a public involvement process.
" Surveying.
" Environmental Fees
" Environmental planning and preparation of permit applications.

East Soper Hill Road is back open
The west end of East Soper Hill Road is back open after crews rebuilt the intersection this week. Crews closed access to E. Soper Hill Road on Monday, Aug. 30, and worked quickly to tear out the pavement, lower the roadway to match the new elevation of SR 9, repave and restripe the intersection before the holiday weekend.

Sacrifice is something that many Americans are becoming all too familiar with during this economic downturn. It was a key theme in President Obama's inaugural address to the nation, and he's referenced it numerous times when lecturing the country on how to get back on its feet.

But while most of the country is pinching pennies and downsizing summer sojourns - or forgoing them altogether - the Obamas don't seem to be heeding their own advice. While many of us are struggling, the First Lady is spending the next few days in a five-star hotel on the chic Costa del Sol in southern Spain with 40 of her "closest friends."
