Snohomish County Accepting Land Use Plan Amendments

Snohomish County is accepting applications for major and minor amendments both to the county’s comprehensive land use plan and to development regulations with implementation in 2019. Major plan amendments include adjustments to urban growth area boundaries and significant policy changes. Minor amendments include changes to land uses that have no significant impacts on surrounding neighborhoods. The process for property owners and cities to propose plan amendments is called the “docket.”

The deadline for submitting major and minor docket applications is October 31, 2016. Applications can be downloaded from the county’s docket webpage at www.snohomishcountywa.gov/1669 , or you can pick one up at the county’s Department of Planning and Development Services, 2nd floor of the Drewel Building, 3000 Rockefeller Ave., Everett, WA 98201.

The county advises applicants that the docket process is complex, costly, takes several years to complete, and there is no presumption that a proposal will be approved.

After this year, the next deadline to submit major docket applications for county plan amendments is October 31, 2020 with final action occurring in 2023. The next minor docket application deadline after this year will be October 31, 2019 with final action in 2021.

The county encourages potential applicants to schedule a pre-submittal meeting to discuss the process and make sure the applications are complete.
